Rio Negro local content: 60% of contracting to local suppliers

Together with the 80/20 labor rule, this is Río Negro's capture of the corridor's rent: the toll isn't a tax, it's mandatory participation of local supply. For the satellite supplier the reading is twofold: getting certified in the Registry means entering the reserved 60%; and Art. 4.2 is the legal door for an outside company to set up locally and compete from inside — the real bar will be how the regulation measures 'local value added'. And that door is an ASYMMETRY with Neuquén, not a Río Negro detail: there, Law 3338 excludes in its Art. 11 anyone linked to or controlled by a national or foreign group that doesn't meet the requirements, and Law 2683 does the same in its Art. 5 for public procurement. ⇒ the same company Río Negro admits if it sets up locally, Neuquén keeps out, and that decides how the company is structured BEFORE investing: in Río Negro it's enough to set up locally and prove local value added; in Neuquén you have to look at who controls the parent. The two Neuquén cards already said so from their side; this one says it from its own. A market signal is already visible: the Registry went from ~374 to ~476 registered companies when the regulation came out (as of 1-Jul-2026, per the official communication of the regulation: 476 companies, 308 registered and 129 pre-registered; 356 from Río Negro, 37 with a local office and 83 from outside without one). We opened the Art. 13 platform on 30 August 2026 and it does NOT publish hiring requirements. The Registry's two official surfaces —the Economic Development Agency's and the Río Negro Government's own— are only for sign-up: a form to register, with no list of registrants, no tenders and no requests for quotes. The procurement portals they link to are for the State's public purchasing, not for the obligated companies. ⇒ the obligation to publish «every hiring requirement» (Arts. 6.2 and 13) is not met today on any public surface, and without it the right to match under Art. 7 has no trigger: you can't match an offer you can't see. What changes for the supplier: registering is still necessary —it's what puts you in the reserved 60%— but it isn't enough to find out about a contract. Today the real route is to go to the contractor, not to wait for the invitation; and the appearance of that platform is a signal to watch, because the day it publishes, the sales channel for the whole corridor changes. thesis
