A provincial industrial-promotion regime. Ley 378 declares that any new industrial activity (or the expansion of an existing one) that settles in Neuquén «will be protected and stimulated by the State», and enables granting by individual agreement with the Executive (not automatic) a menu of benefits: exemption from provincial taxes and stamp tax, fees and patents for the terms and amounts the agreement sets, donation or sale of public land at fiscal price, energy at a preferential tariff, industrial-water provision and access roads. It expressly excludes municipal fees, improvement contributions, social-action taxes and mining royalties verif. The allocation of fiscal lots with industrial use in the provincial industrial areas is governed by Resolución 265/2018 «Áreas Industriales», issued under Ley 378, and Decreto 1616/2015 regulates the location of industrial and service establishments prob. The provincial parks are Neuquén capital (more than 900 ha and more than 300 companies, with a 400 ha sector dedicated to hydrocarbon services), Añelo (700 ha reserved), Plaza Huincul (395 ha) and Zapala (39 ha, near the Free Zone) prob.
