Public works: the registries that filtered who could compete fall

Decreto 105/2025 eliminates sector registries that operated as an entry barrier to contracting with the national State. Its article 1 repeals article 13 of Ley 13.064 (National Registry of Public-Works Constructors, created «for the purposes of the qualification and training of companies»); its article 3 fully repeals Ley 22.460 (consulting firms); its article 4 replaces article 27 of Decreto 1023/01: now any natural or legal person with capacity to bind itself, not covered by article 28, can participate by enrolling in a database that the Governing Body will design, implement and administer. The recitals themselves say that the Consulting Firms Registry had already been dissolved by Decreto 917/1994, so 105/2025 repeals the remaining legal shell; the Constructors registry, by contrast, was run by the Oficina Nacional de Contrataciones and its suppression is the substantive change. Article 7 clarifies that the change applies to procedures authorized after its implementing regulation enters into force, and that until then the previous registries continue. Construction companies and consulting firms that contract public works and services with the National Public Administration.
