Law 15,510 requires a company investing more than USD 50 M in Buenos Aires to direct 50% of what it spends on suppliers to companies based in the province.

What changed
Created a provincial incentive regime for large investments and set a floor for purchases from suppliers based in the province. Article 13 of the law, verbatim: «Companies benefiting from this Regime whose investment exceeds fifty million US dollars (USD 50,000,000) must submit a supplier development program providing that, incrementally and in accordance with the schedule set by the Implementing Authority, at least fifty percent (50%) of the total amount allocated to supplier payments be directed to hiring and purchasing goods, services and/or works from companies based in the province of Buenos Aires». That is two and a half times the 20% required by the national RIGI, and the law writes in the escape hatch: whoever falls short «must duly justify… that the qualities or quantities required for the project cannot be supplied by existing suppliers». The law has been in force since 27 November 2024 and its implementing decree since 3 November 2025. Are you in or out?
The company applying to the provincial regime with an investment above USD 50,000,000, which becomes obliged to submit and comply with the supplier development program; and the Buenos Aires SME that wants to be on the other side of that floor, for which it must register with the Buenos Aires Supplier Development Registry. Registration is online and free, is aimed at SMEs based in the province, and a productive address in Buenos Aires is the underlying condition. Mandatory paperwork: proof of ARCA registration, proof of Turnover Tax or Multilateral Agreement registration, and a sworn statement of the address where the productive activity takes place —plus, if under the Multilateral Agreement, the annual sworn returns for the last two fiscal years—. Also requested, where applicable: legal power of attorney for the representative and municipal or sector permits; quality certifications (ISO, IRAM) are listed without the mandatory marking. Our reading
It is the highest provincial purchasing floor published by any province with RIGI projects: 50%, against the national regime's 20%, split into 30% within two years of the effective start of the investment and 20% within three years of the start of operations. ⚠️ And here is what has to be understood before using it: it applies to the beneficiary of the PROVINCIAL regime, not to that of the national RIGI, which are two different filings. Neither of the two Buenos Aires RIGI projects has a published act admitting it to the provincial regime —Sidersa stated in March 2026 that it would apply; for the Olavarría Wind Farm there is not even that statement—, so today the floor does not bind any project in the portfolio. That does not make it theoretical: it makes it early. The registry is already open, registration is free and online, and the lowest-cost moment for an SME is precisely before it is known who will be covered — when the company that does enter has to submit its supplier program, it will look at whatever registry exists that day. thesis

Buenos Aires The two RIGI projects based in the province are far above the USD 50 M threshold that triggers the obligation: Sidersa, USD 286 M, and the Olavarría Wind Farm, USD 275.6 M. If either enters the provincial regime, half of what it spends on suppliers must go to companies based in Buenos Aires, with 30% within two years of the effective start and 20% within three years of the start of operations. Santa Fe The Santa Fe SME that today supplies industry in San Nicolás —an hour from Rosario— falls outside this count: the requirement is a productive address in Buenos Aires, not proximity. It is the same mechanism that leaves Milicic out of the Salta and San Juan quotas while headquartered in Rosario, and the way out is the same: establish productive activity in the province that sets the floor, or partner with someone who already has it. adverse federal-provincial tension thesis
