Created the Federal Registry of Mining Suppliers (RFPM) within the Secretariat of Mining of the Ministry of Economy. Section 1 creates it, in its own words, «with public character» — and it does not say «mandatory», which is the word Catamarca's equivalent registry does use. Section 2 opens registration to individuals domiciled in Argentina and legal entities established in it that supply «goods, inputs or services, including technological innovation and knowledge economy services» to mining companies or to any company in their value chain: services are in, without the carve-out the national 20% rule applies. Section 3 requires meeting the conditions of an Annex I that the resolution itself publishes only in the web edition of the Official Gazette, so the enacted text does not carry them. Section 4 lists the authority's functions — registering, building files, keeping them current, producing statistics and «promotion and granting of benefits to registered suppliers» — without defining a single benefit. Section 5 also creates the Federal Panel of Mining Suppliers, which brings registrants together with the Secretariat, national and provincial agencies and chambers, and section 6 makes it meet four times a year. The enforcement authority is the National Directorate of Mining Value Chain and Infrastructure (section 8). And the registry's official page adds what the resolution does not say: «The information recorded is based exclusively on data supplied by the registered organisation. Who it affects
Any supplier of goods, inputs or services to Argentine mining that wants to appear on the national roll, and the mining companies that use it as a shop window to find suppliers. It binds no one: there is no quota tied to this registry and no penalty for staying out. Registering is free, done online, and asks for three documents: the ARCA tax-registration certificate, the staff payroll list and proof of membership in a local suppliers' chamber, plus a form with company name, tax ID, address, line of business and the products or services offered. The chamber is the only requirement that costs anything: you have to be a member of one. The registries that do decide money are the provincial ones — Re.P.E.M. in Catamarca, RE.PRO.MIN in San Juan, RPPLEM in Salta, and the certified-supplier rolls of Neuquén and Río Negro. verif · Aug 30, 2026 ↗

Our reading
The national registry and the provincial ones do not do the same thing, and confusing them costs money. This one is a roll: signing up makes you visible, and the agency itself warns that it does not check what you declare and that registration certifies no compliance. The provincial ones do decide: in Catamarca 70% of what a mining company contracts must go to firms registered in the Re.P.E.M., in San Juan only a RE.PRO.MIN registrant counts, and in Salta the Ley 8164 roll. ⇒ If you sell to a mine, the registry you need is your province's; the national one adds a shop window, not a quota. What it does have of its own is reach: section 2 admits services and knowledge-economy work, which is exactly what the national 20% rule leaves out of its base. And it leaves a gap in plain sight: getting a supplier ready to pass a client's review is done neither by this registry nor by the provincial ones. thesis
Where it lands, province by province3
Catamarca This is where the difference costs most: section 4 of Res. S.E.M. 498/14 orders that 70% of a mining company's annual contracting go to firms registered in the Re.P.E.M., which also requires a Catamarca address of at least two years' standing. Salta The RPPLEM of Ley 8164 is free, public and done online, just like the national one — so for a Salta supplier the cost of being on both is zero and the decision is obvious.
