Neuquén digitizes the State: data is requested once and the file is digital

What Ley 3290 does is create the Neuquén Digital Interoperability Ecosystem (EDI) as the network of components that guarantees security, confidentiality, traceability and non-repudiation in the exchange of data, processes and digital services, and that provides legal evidence of each exchange (art. 1). Members are the three provincial branches, their centralized and decentralized entities and public, mixed or private organizations in their digital relationship with the province (art. 3), and the exchange may take place without human intervention between systems, applications, robots, IoT devices and AI algorithms (art. 5, subs. d). The law names no platform: it only orders priority for technologies «of open code, of the open source type» (art. 10) verif. When announcing the law, the province reported that the model uses X-Road, the open-source platform used by Estonia and Finland, and stated the once-only principle: «every body that is the authentic source of some data may provide it to others that require it», instead of asking the person doing the procedure for it again, which avoids photocopies and queues verif. In parallel, Ley 3002 enabled the digital file, document and signature before the three branches, and Decreto 2165/2023 established that from 11/01/2023 every procedure of the provincial Executive is carried out only in digital form, through the electronic document-management system verif. Members of the ecosystem are the three branches of the provincial State, their entities, public and mixed companies and private organizations in their digital relationship with the province, plus the municipalities and private parties that had already adhered to the previous model (art. 3); other private organizations must adhere and, in the meantime, can operate through the «digital customs» (art. 6) verif.
