Neuquén opens solar self-consumption: prosumers, net metering and the door for installers

Neuquén adhered through Ley provincial 3297 (passed on 08/11/2021, promulgated on 09/01/2021) to Ley nacional 27.424 promoting distributed generation of renewable energy and its complementary rules. The law has five articles: adhesion (art. 1); an enforcement authority to be defined by the Executive (art. 2); repeal of arts. 4, 8 and 13 of Ley provincial 3006 (art. 3), and regulation within 60 days (art. 4) verif. The regulation came with Decreto provincial 2325/2023 (11/16/2023), which approves an Annex and takes effect from its publication verif. According to that Annex, which we could not open: the user can install renewable equipment for self-consumption and inject surpluses; there are three user-generator categories by capacity (up to 3 kW, from 3 to 300 kW and from 300 kW to 2 MW), with a cap of 2 MW per supply point; compensation is by net billing with a bidirectional meter; the project is signed by an electrical engineer licensed with the Neuquén Engineers Council and installation is done by qualified installers; there is a community scheme that includes horizontal-property condominium associations, and there are no provincial tax exemptions prob. Ley 3297 sets no effective date of its own: it was promulgated on 09/01/2021 and, according to the press, published in the Official Gazette on 09/10/2021 prob.
