The National Civil Aviation Administration (ANAC) authorizes the PROVISIONAL granting of aeronautical certificates (Air Service Operator Certificate - CESA, Aerial Work Operator Certificate - CETA, certificates for instruction and training centers, and for aeronautical repair shops, among others) when the applicant meets the essential technical requirements but still has requirements classified as 'non-essential' pending (fee payments, legalizations and apostilles, registrations in commercial registries, certified translations).
