It ratifies the agreement between Río Negro and Oldelval for the Duplicar Norte project, a new oil pipeline of about 207 km, 146 of them in Río Negro, and provides that the entire Territorial Development Contribution the province receives, about $7,000 M, goes exclusively to starting works on routes 22 and 151.
