The Government published the National Plan of Works to Expand the Electricity Transmission Grid: 16 works that the Secretaría de Energía labels «of urgent and priority execution», more than USD 6,600 million and 5,610 km of 500 kV lines, all under the model of a public-works concession financed by private capital. The first one is AMBA I —270 km of new lines at 500, 220 and 132 kV, a new transformer station at Plomer, USD 800 million, some 2,000 MW of additional serviceable demand, an IDB guarantee in the structuring, and a winner entitled to apply for RIGI— and its tender has already been called. ⭐ SIX of the 16 works touch four of the five provinces in the observatory, with this literal routing from the official annex: work 5, 500 kV line Puerto Madryn (Chubut) – Choele Choel (RÍO NEGRO) – Bahía Blanca (Buenos Aires); work 7B, WESTERN alternative of the 500 kV line CH Kirchner (Santa Cruz) – Futaleufú (Chubut) – Piedra del Águila (RÍO NEGRO); work 9, 500 kV line Rodeo – Chaparro (SAN JUAN) – La Rioja Sur (La Rioja); work 12, 500 kV line Lavalle – Chumbicha (CATAMARCA); work 13, 500 kV line Chaparro (SAN JUAN) – Antofagasta de la Sierra (CATAMARCA) – La Puna (SALTA); and work 14, 500 kV international interconnection Yaguaca (Bolivia) – Salvador Mazza (SALTA) – San Juancito (Jujuy). The other ten are AMBA I and II, Vivoratá–Plomer, Plomer–O'Higgins, the Comodoro Rivadavia Oeste transformer station, the EASTERN alternative Río Santa Cruz–Puerto Madryn, Río Diamante–Charlone–O'Higgins, Malvinas–San Francisco–Santo Tomé, the El Espinillo transformer station (Tucumán) and the interconnections with Paraguay and with Tierra del Fuego. ⚠️ NEUQUÉN is not named in any of the 16: the Piedra del Águila station, on the Limay river, is labeled «(Río Negro)» on the official map. ⚠️ And the difference that decides what can be claimed: of the 16, the ONLY one with a tender called is AMBA I. Who it affects
Directly, whoever wants to take the concession: high-voltage construction firms and consortia, transmission companies and funds financing the concession, plus the banks and insurers that put the guarantee together. Below them, the supply chain a 500 kV line buys from, which is where an SME comes in: tower erection and conductor stringing, foundations and earthworks, access roads and switchyards, site camps and accommodation, special transport, surveying and testing, right-of-way and environmental management, and once energised, line inspection and maintenance. And at the other end, whoever CANNOT grow today for lack of grid: the lithium and copper projects of the Puna and the Vaca Muerta corridor, which are what the line is meant to supply. thesis · Aug 11, 2026
The norm
Resolucion 202/2026 of the Secretaría de Energía (Official Gazette, Aug 12, 2026; signed by María Carmen Tettamanti). It authorizes the call for a National and International Public Tender of Multiple Stages to award a public-works concession —under the regime of Ley 17.520— to build, operate and maintain AMBA I. It is processed through the CONTRAT.AR platform, file EX-2026-73614665--APN-DGDA#MEC. Our reading
The electricity grid is the ceiling that today sets the size of Puna mining and of the corridor's industry: where the line does not reach, the project runs on diesel and does not scale. This plan puts that ceiling, for the first time, on an official document with a route, a work number and a financing model —private concession, not public works paid for with taxes— and six of its sixteen works run through Río Negro, San Juan, Catamarca and Salta (R12 · the bottleneck moves to transport). For a supplier the consequence is a matter of calendar, not opinion: AMBA I already has a bid date —December 10, 2026— and shows what every call will look like (concession under Ley 17.520, CONTRAT.AR platform, IDB guarantee, winner entitled to apply for RIGI); the other fifteen have no call yet, so today's action is not to bid but to be registered and qualified on CONTRAT.AR before the tender documents for your province's work come out (R13 · each phase buys something different). thesis

Río Negro Two of the six works cross it: work 5 passes through Choele Choel linking Puerto Madryn with Bahía Blanca, and work 7B —the western alternative— reaches Piedra del Águila. It is the electrical leg of the same corridor already under construction on the pipeline and port side: more transmission capacity supports the load of the Golfo San Matías and Alto Valle plants, and opens a contracting window for line works in a territory where the heavy-works supplier base is already trained by the pipeline and by VMOS. favorable each phase buys something different thesis
San Juan It appears in two works, and in both as a node rather than a stopover: work 9 links Rodeo with Chaparro and continues to La Rioja Sur, and work 13 starts at Chaparro to cross to Antofagasta de la Sierra and La Puna. Catamarca This is the province that changes the most if the plan is executed. Work 12 (Lavalle–Chumbicha) reinforces the central valley and work 13 climbs to Antofagasta de la Sierra, the heart of Catamarca's lithium and today running on its own diesel generation. Salta Also in two works, and for two different reasons. Work 13 ends at La Puna, where the Salta salt flats that today have no line are located. Work 14 is the interconnection with Bolivia through Salvador Mazza, which is a different matter: it puts the province on the map of regional power trade and gives the north an outlet that does not depend on the national system.
