What changed
Neuquén reorganized the top of its Executive Branch by creating a new ministry, that of Planning, Innovation and Modernization, and incorporating it into Title II of the Ministries Organic Ley 3420. The law rewrites art. 2 of Ley 3420 to add the post to the Cabinet, which reaches 13 members, and sets the new ministry's powers in ten subsections (art. 3): strategic planning of the running of the State, process innovation, de-bureaucratizing redesign, cross-cutting modernization, a change of management paradigm, strategic projects for development, interdisciplinary technical teams, articulation of public policies, whatever the governor requires, and coordination with the Cabinet Ministry for the regionalization of the territory. Investment promotion does not appear among the subsections: the closest one speaks of «strategic projects for development» verif. The rest was defined by the administration, not by the law: the bodies that moved under its orbit (COPADE, ANIDE, ADI NQN S.E., OPTIC, Neutics SAPEM, EMHIDRO and ENSI) and the Planning Secretariat come from the Figueroa administration's structural decrees (0010/2025 and related) prob. The axis the government declares is a State with planning that is «smart»: digitization of procedures, data interoperability between offices, a provincial fiber-optic backbone (RINO), cybersecurity, AI in the public sector and a «Modernization Roundtable» that integrates all ministries prob. Whoever invests and settles in Neuquén, especially the Vaca Muerta satellite ecosystem and the knowledge economy, and the entire provincial public administration. The ministry's structure is not in the law: it is set up by decrees of the Figueroa administration, 0010/2025 and, according to the provincial press, 281/2025 and 1620/2025; by that route it absorbed COPADE, ANIDE, ADI NQN S.E. (the development and investment agency), OPTIC, Neutics SAPEM, EMHIDRO and ENSI.
