Are you in or out?
To the investor it gives the legal certainty of the federal regime without adding a provincial layer on top. To the Mendoza supplier it says the opposite of what the observatory's other five provinces say: in Mendoza there is no percentage reserved by acceding to the RIGI, and the only floor in force is the national regime's 20%. Our reading
It is the shortest accession in the series and that is the data point, not a drafting detail. Neuquén requires 60%, Río Negro 60%, Salta 70%, Jujuy 70%, La Pampa 80% and San Juan conditions the count on its registry; Mendoza requires nothing. For a large project that means less friction; for a Mendoza SME it means its lever is not this law: it is the environmental permit, which in Mendoza carries the rank of law and does impose obligations on the contractor chain — the case is in plain sight in Law 9684, which approves the Environmental Impact Declaration of PSJ Cobre Mendocino. thesis
