The decree announced for the naval base does not say «naval base» anywhere

The most useful reading of this decree is what it does NOT prove. The national broadcast of 3 September announced a decree to «ampliar los recursos del Ministerio de Defensa con el fin prioritario de construir una base naval integrada en Tierra del Fuego»; the decree came out the next day and its text mentions neither the naval base, nor Tierra del Fuego, nor Antarctica. What it does contain, and this is the verifiable part, is money for Defence with no works destination written into the act. thesis sello tesis That leaves the announcement halfway: there is committed funding and there is not yet a works project identified in any rule, which is what it takes for a province to enter our map as an investment destination. Tierra del Fuego is still the only one of the five provinces we cover that has not closed its accession to the RIGI, and works paid for out of the Defence budget by decree are not private investment: they are not measured with the same thermometer. ⚠️ The figure that does change a decision, if confirmed, is a different and smaller one: $206,373 million booked as advances to suppliers and contractors.
